Officers said when they arrived, they found a 23-year-old man bleeding heavily from a stab wound and a library security officer restraining Fennell.The 23-year-old man had been stabbed once in the neck and is in stable condition, police told WOIO.According to police, they believe the attack was unprovoked and no argument took place before the stabbing.
